A Lei 11.892/2008 determinou um prazo de 180 dias para elaboração desse documento, com a participação da comunidade. Mas o prazo está contando desde o dia 29 de dezembro, quando foi sancionada a Lei.<br /> <br /> Logo, temos até o final de maio para cumprir essa determinação.<br /> <br /> A Comissão, que conta com a representação de alunos e de servidores docentes e<br /> administrativos, se reuniu para a primeira reunião no dia 25 de fevereiro.<br /> <br /> *************************************************************************************<br /> Inicialmente definimos a agenda dos trabalhos e a forma de envolvimento da Comunidade:<br /> <br /> 1ª reunião - dia 25/2<br /> 2ª. reunião - 4/3 13h30min Unidade Continente<br /> 3ª. reunião - 17/3 (terça-feira) 13h30min Unidade Continente<br /> <br /> Disponibilização do texto base do Estatuto para conhecimento da comunidade - 27/3/2009<br /> O texto deverá ser publicado em murais em todos os Campi, na intranet e na página do<br /> IF-SC.<br /> <br /> Apresentação do texto base do Estatuto em todos os campi - de 7 de abril ao dia 17<br /> de abril<br /> <br /> Prazo para encaminhamento de propostas de inclusão, supressão ou alteração de<br /> redação – de 17 de<br /> abril ao dia 24 de abril<br /> <br /> Serão disponibilizados em todos os Campi formulários para organização das propostas<br /> da Comunidade Acadêmica. Todas as propostas devem ter identificação do proponente com endereço<br /> eletrônico e telefone para eventuais consultas pela Comissão para esclarecimentos.<br /> <br /> Sistematização das propostas e organização de Proposta de Estatuto que será enviado<br /> ao Conselho Diretor – de 27 de abril ao dia 6 de maio.<br /> <br /> Envio da Proposta para o Conselho Diretor – dia 6 de maio<br /> <br /> Reunião do Conselho Diretor 13 de maio de 2009 para deliberação.<br /> <br /> Todas as propostas, exceto as que manifestadamente contrariarem a Lei 11.892/2008,<br /> serão encaminhadas para apreciação do Conselho Superior, que terá a incumbência de<br /> deliberar se mantém o texto base ou acata as propostas de alteração.<br /> <br /> Envio do Estatuto aprovado pelo Conselho Diretor ao MEC – última semana de maio.<br /> <br /> <br /> ************************************************************************************<br /> <br /> Paralelamente ao trabalho de elaboração do Estatuto, uma Comissão formada por<br /> servidores representantes de todos os Campi e por alunos atuará na elaboração do REGIMENTO DO<br /> INSTITUTO FEDERAL.<br /> <br /> Os Diretores-Gerais devem informar o nome desse representante até o dia 9 de março<br /> de 2009 (para jesue@ifsc.edu.br).<br /> <br /> Registramos que o Estatuto é um documento mais amplo e que parte de seu conteúdo já<br /> está determinado pela Lei 11892/2008. Ou seja, o Estatuto não pode contrariar a Lei de<br /> criação dos Estatutos nem outras legislações vigentes.<br /> <br /> Há ainda a possibilidade do MEC enviar Portaria de Regulamentação da Lei, fixando<br /> por exemplo, a composição do Conselho Superior e os nomes das Pró-Reitorias. Isso se deve ao fato de que o CONCEFET aprovou um texto de referência e o enviou formalmente para a SETEC.<br /> <br /> É preciso ficar claro que podemos alterar aquilo que ainda não está determinado pela<br /> Lei. No Estatuto do IF-SC definimos por exemplos quantos e quais serão os conselhos<br /> consultivos, bem como quais serão suas principais competências. Mas o Estatuto remete ao Regimento do IF-SC a organização e o detalhamento do funcionamento destes conselhos. No Estatuto são definidas as competências das Pró-Reitorias, dos Diretores Sistêmicos e das Diretorias-Gerais, mas é no Regimento do IF-SC que se detalha a composição das Pró-Reitorias.<br /> <br /> No Regimento deveremos também fixar prazos para que os Campi reformulem os seus<br /> Regimentos Internos, em consonância com a Lei dos Institutos Federais, bem como devem ser<br /> definidas regras claras para as eleições dos Diretores-Gerais dos Campi em implantação,<br /> respeitando-se também o que já está previsto na Lei 11.892/2008.<br /> <br /> Nosso Instituto tem um diferencial em relação aos demais. A Reitoria já foi<br /> concebida em uma estrutura separada do Campus Florianópolis desde o ano de 2006. Isso fez com que nosso Estatuto em vigor já tenha significativos avanços em relação aos estatutos de outros institutos federais, que ainda não passaram por esse processo.
